bottleneck removal

ITR exhaust bottleneck removal
Can I just cut this part(encircled) and weld a new piping with flange. I know this are some of the bottleneck and where is the rest. Im not worried about the cat and A pipe because. I have 2.5 carsound cat and 2.5 header. I try to order the RSR exmag but i found out that they rust easy because of the material the use. And I'm going to Germany and they have snow there during winter. Thanks in advance
