Friends stock motor is shooting out too much fuel...??????

my friend has a 99' civic with a completely stock 99' LS motor in his car. and recently, he replaced his headgasket and went to start the car, it wouldn't start and he brought it to a shop. the shop said that it'll start for a little while, but eventually die because it's shooting out way too much fuel...but why?? it's a completely stock LS motor, any ideas here?? i guess it starts up fine, but eventually dies cuz of too much fuel??

p75 obd2b. it was running before until after the headgasket swap, then it started to act all weird and ****. timing is correct too.
