Check engine light readings

I just got back from a failed emissions test. The fault codes I received at the emissions center were P0401 and P1337. Telling me I have "Exhaust Gas Recirculation Flow Insufficient Detected" But, when I connect a paper clip to the OBDII and read the flashes I get 1 short flash, telling me it's the O2A oxygen sensor #1. This makes no sense. why is the emissions center giving me P0401 and an at home test giving me a O2A fault?

Can a faulty O2A sensor lead to an EGR error?
BTW. I've read plenty about the EGR and even pulled it off the clean carbon build up. I also priced one out for $140 or my dad has the same year Civic that he just totaled in an accident so I asked him if I could borrow his EGR
