Oxygen Sensor Testing

Oxygen Sensor Testing
1996 honda civic DX. Check engine light is on so I ran engine diagnostic tool (or whatever its called) to check codes due to engine light being on. Said oxygen sensor was bad. I know I have one on the exhaust manifold and one on the exhaust piping after the cat. I decided to test the first one.
After car got to normal temp, I tested it with my voltmeter and it ran from .6v to .3v and everything in between. In my manual it says it should be between .1 and .9v. My question is... even though I was in the normal range, are the volts supposed to be fluctuating like this? What is the protocol for this?
I know I still have yet to check the secondary sensor, just wanted to know what I should be looking for beforehand. Thanks in advance.
