99-00 Civic Si (USDM) = no ABS
99-00 Civic SiR (CDM) = Yes ABS

No.

No USDM EM1 was equipped with ABS. Period. Canadian EM1s had ABS standard.

ABS was standard on the '96-00 EX sedan, and optional on the '96-00 EX coupe and the '96 LX sedan.

Only the EX had optional ABS. Si was never offered the option. If you go to http://www.slhondaparts.com, when selecting a trim level for a coupe it goes ---> DX, EX, EX ABS, Si.
