vtec turns on off

vtec turns on off
I have a little dilema. I have a freshly built ls vtec swap, b18b1 bottom end pr3 head (motor has 2000 miles on it). vtec turns on strong 1st and 2nd gear 3rd and 4th and 5tgh gear vtec turns on and off 
. the car pulls hard than it drags pulls hard than it drags. its annoying!! anyways i got a type r oil pump, oil pressure is at 20ish psi at idle, and 70 psi full throttle. no check engine lights. oil level is full. what could be causing this?? any suggestions would be greatly appreciated since im tearing into the head this weekend ,im suspecting the oil control orfice under the cams thats messing up oil pressure.
