Default oil pressue issue

my friend has a b20vtec and his vtec isnt working it clicks when vtec is supposed to hit yet no tone change or power is felt, we thought that maybe it was supposed to feel like that so we hooked up the VTEC Solenoid to a positive trigger and turned it on at like 6500 rpm and we should have at least heard a note change nothing... but standing outside the car you can hear the click so it is working while just activating the switch , i thought that he might have low oil pressure so the VTEC Solenoid doesnt have enough pressure to move the pins over so i had him buy a oil pressure guage and have it hooked up between the oil pressure sending unit and the oil line in the back of the head and i was wondering what the pressure is supposed to be. Also if anybody can think of why it isnt working i would appreciate any info thanks... and the head is good i took it off of my ls/vtec and it worked fine when i had it and it was done right as far as prep work to the head.

oil pressure idle 15 or so psi
WOT 75 to 80 psi some what
vtec head but is it a vtec computer?

yeah it needs 55psi to hit vtec. Check that his selonoid screen is not clogged.
