Default a problem with my d16y8

sorry for the book. ok this one has had me stumped for awhile. I have a 96 CX with a D16Y8 installed in it with stock CX tranny. Engine is built with eagle rods and SRP pistons 10.5:1 CR, balanced and all, 12lb ACT fywheel and clutch, header, catback, skunk2 intake mani, 65mm throttle body, cold air intake. Engine is a little noisy at idle, has a weird hesitation most of the time going from closed loop to slight throttle increase between 2-3K rpm's seems to lack power when floored and vtec doesn't seem to be engaging.

I've verified no vtec with a test light hooked up to it. Installed oil pressure gauge this weekend and pressure is usually 75-105. According the the AFR I installed the 2-3K rpm thing is running dead lean for some reason in that perfect condition, flooring it makes it run fine or waiting about 15 seconds and it starts to poor on the fuel like it should. Floored according to the Autometer AFR I'm only getting 2 bars into the rich zone most cars i've seen are usually all the way up the rich scale. By the cars I've raced I figure I would run a 15.9 which sucks with all these mods. I do have a CEL but it's for the evap crap. That pressure sensor on top of the charcoal canister.

Any ideas how I can fix any of this. Should the AFR be reading richer when floored?
I'm gonna get a hondata in a few months but I'd at least like to get some of this crap fixed before I go further. Especially the lack of VTEC but it might be the CEL.

Yes the air fuel ratio should be reading rich when floored. Im guessing your useing a narrow band a/f gauge that thing is pretty much a light show, u should be using a wide band thats the only way your going to get proper a/f ratio. What r u using to tune the car because it seems like it may be a tuning issue.

i think vtec isnt engaging because you have a check engine light on.

yeah it is a narrow band but it's accurate enough to see that it's not running rich enough. Obviously I wouldn't do any tuning with it but good for a quick view of whats going on.

Not that I want anybody to have problems but if somebody could unplug the thing on the charcoal canister and let me know if that caused there vtec to stop working that would be great.
