theft recovery...no power options working now??

Default theft recovery...no power options working now??

i got my 95 honda civic ex coupe running after they stole it. once we got it started, we tried to get the driver side window to go up becus it was stuck half way open. we tried the switch and nothing worked. we also tried the passenger side and the same thing. we checked the fuses and they are all there and the right ones too. then we checked to see if the power door locks worked. nothing either. then we moved onto the sunroof and it didnt work either. it seems as tho all the power accesories didnt work. we took off the dash and checked to see if the thieves had cut any wires underneath and they were fine. i need to get this running asap, so any help would be greatly appreciated.

check the fuses under the dash and under the hood

checked those and they are all there and correct amps.

did they hot-wire the car? ie cut the main acc wire in the ign harness(not that that would help start the car, but you never know) also check the bigger fuses under the hood

no they didnt hotwire the car. they just broke the steering lock and took that white plug thingy off to start the car.

where is the esc harness? the dash is off right now and there are no wires that were cut. there are also no left over plugs.
