Default Will no o2 sensor cause the car to run in safe mode?(cant rev past 3800)

well i have an appointment monday to have a downpipe fabbed up. I took the car around the block just to make sure shes leak free and ready for the drive.
Problem is it cuts off at 3800. I was being very light on it of course but it wouldnt go any higher.

I have friends that went out boosting with no downpipe just fine.

Doesnt seem like an o2 sensor would do this?

ecu is obdI pr3 with chrome base map

i swapped my mugen all motor chip in and i have NO codes

Of course the car will barely run because of the 440 injectors.
