1qt every 3000 miles is pretty damn healthy for a b16.
I would absolutely replace the tensioner and the spring. Everything else is on your list already. Dealer will probably charge you for valve cover gaskets when they do it.

don't forget to check all your hoses while your in there, they always happen to blow when you least expect it. It is best to go with OEM hoses, belts, and tensioner. I have had problems with aftermarket drive belts making noise and dayco hoses last have as long as OEM. Also check your distributor o-ring if your going on a long trip, they tend to leak with age.

I've done several accords from 88's to 99's and they ALL had tensioners.

does the d16z6 have a tensioner? bc as far as i know i havent ever had to change it and i got it at 95,00 miles and im know on 155,00 miles???

What are you talking about? ALL Honda motors are interference engines. Skipping a tooth MIGHT be "ok" on some of the lower compression econo versions, but you skip a tooth on some of these and you will kiss valves.

Its not one of those things that is just assumed "should be replaced no matter what". If it failed, would it cause a problem? Sure. Would it skip teeth? I highly doubt it. When you do the timing belt, simply remove the tensioner, give it a roll. Check the bearing to see if its binding and also check for looseness (wobble). If its bad, replace. If not, life goes on. I've NEVER replaced it on any of my personal cars and I have yet to have issues with one failing. The will make PLENTY of noise LONG before they sieze completely.
