Problems out of F22 with H23 ECU

A friend of mine has a 93 Si Prelude and he had an h22a in the beginning which dropped a valve and then swapped for the F20B which he over revved. The car sat for a year and now he is trying to get rid of it. The car now has an F22 ECU out of a 91 Accord I believe it is.
The car runs like crap basically. Had the external coil H22 dist. on there and swapped back to the F22 internal coil and the car runs a little better. The h22 distributor didn't fit worth a ****, so nevertheless it didn't fix the problem. Didn't really expect it to, but it at least stopped the oil leak.
The car is running a stock H23 ECU, I was curious if anyone had any experience with whether or not this would cause a problem with the different engine? The F22 is single cam, which is why I didn't know if the car was running too rich because it smokes a pretty decent amount. The car has white smoke coming from the exhaust which is sometimes heavy at idle and then sometimes doesn't smoke at all.
Timing is set correctly. The engine has a pretty decent misfire up until about 4k rpm's and then it runs fine after that.
Any opinions/information greatly appreciated

well with the h23 ecu you are dumping to much fuel so thats one of your problems. i would say do a major tune up on it and that should fix the problem well atleast most of it. and if not then youll deffinetly have less to worry about and you can go from there.

I think a tune-up would be good, forgot to mention some other little details, like:
When we removed the spark plugs that came with the engine, the #4 spark plug was covered in oil, while all the others were clean of oil (just very dirty) so we replaced them with some newer spark plugs. Ran a tad bit better, but not by much.
When the h22 distributor was removed, it was FULL of oil that I assume was leaking since it didn't fit nearly as snug as the F22 does.
I am wanting to do a compression check on the engine as soon as I can get the time, but I've been very busy lately.
Also, does white smoke signify running rich or is grey smoke rich?
