That's very strange, does the CEL come on when you first turn the key to the "ON" position?

That is really strange, possible bad ECU...If you can try another P28 that you know is good.

Other than not crossing VTEC everything else is perfect? Not studdering, hesitations, tach acting weird, anything?

Damn, I'm pretty much stumped without being able to look at the car in person

This is very strange, but I did a B16 swap in a customers CRX and I tried 2 different PR3's and neither one would cross VTEC and would rev limit at 7K. Neither one would code for anything and the car would run perfect. Both ECU's would cross VTEC and rev out to 8200 in another B16 car. I tried everything I could think of with no change, then tried a third ECU and sure as **** it crossed over and revved all the way out, put the other two back in and it went right back to no VTEC. Craziest **** I've seen in a while. :shrugs:

BUMP for more ideas!!!

variation in chip stamping at the factory?
sounds like the type of problem that a carmaker would keep under their hat because not enough people noticed the run of bad ecu's for the media to force honda to do something about said problem

try a chipped ecu?
