Help: Why does my E-Brake not work for a expletive?

I have new pads in rear and new rotors and still my ebrake hardly holds my car. My calipers seem fine. The cable has been TENSIONED at the handle where that 12mm nut is to tighten and it still doesnt grab any tighter. I can easily drive with the Ebrake up.

I was under the car and when the e brake handle is engaged and dis-engaged, both calipers are moving where the cable pivots at.

the calipers are fine, i jus got new pads on and the piston screwed back fine into the caliper
I had this issue on my 92 si hatch. It was the caliper, the pedal action worked fine. The caliper worked and all, the e brake mechanism gets seized. It's inside the caliper so not worth fixing and you can not tell if it is working or not unitl you pull it up and get nothing. I had to get new calipers now they work still not like drum parking brake though, but will hold on a hill unlike before new calipers.
