If you motor turns over, gets spark, gets fuel and everything such as wiring and other components are right, you have a dud motor with no compression.
If it turns over and something is off, such as wiring and spark, well it just won't catch.
If it not turning over, you might have a dead starter.
Actually, come to think of it, if your dumb like I was and you forgot to reconnect the grounds and your engine wasn't grounded the starter will not turn over...hehe...woops.

Do a compression test then...my first SOHC ZC in my 88 EF sounded like it had compression. He told me the main relay was dead and that's why it wasn't catching, no fuel. So I paid 150$ for it, complete swap. We put it in my brothers EF sedan for now, and when we went to crank it, nothing. Then we did compression test. Was reading nothing in 3 of the 4 pistons haha...I got my money back and got the block melted down for 30$!

it sounds Very possible you have switched the two white wires on the dizzy plug on to me. cranks over just fine but wont start so go out and swap out the two white wires on the dizzy plug and see what happens.

are you saying your compression is 48,100,100,170? cause yes that is one major problem then. whatever cylinder has 48 psi of compression either has some messed up valves or no more piston rings. and 100 psi on a b16 isnt good either. 170 is about right.
