Put a voltmeter on the red/black wire (I think its that one.) One wire is 12V constant, one is ground, the other is what you want.

Make sure range is between .45 - 5.00

You need the Red/Black wire.

So when you open the throttle or close it completely you only see 3 volts?

At close, it should be 0.45 volts
at Wide Open, it should be 5 volts.

Do you have your TPS and MAP sensors swtiched? They look almost identical.

Whether or not it's the wire he needs, you tell someone that one of the wires is suppose to have 12v on it when it's only suppose to have 5v, it could lead someone to thinking they found the 'problem'.

The rest of your advice is sound. It might not hit 5v at WOT though, maybe 4.5v or so.

i was wrong...i checked it again...i have 3 wires going into the plug for the TPS...they are yellow,green/white, and red/blue. I hook up my voltmeter to the yellow and im pretty sure that its getting close to 5v and it doesnt move any when i give it gas. None of the other wires have a reading?? is there a problem here???

tps is:
Yellow/Blue

Red/black

Green/blue

I think you got TPS and MAP sensor switched backwards.

you need to probe the middle wire of the tps. readings should like everyone else said: ~.45v at idle, ~5V at WOT. sometimes it was a little hard for me to get a reading at first. had to play around with the tps a little.

are you probing a plug on top of your TB or on the side?

you want the one on the (back)side, inline with the middle of your throttle plate and throttle

ok, for future reference of this post, first off to check it you want to probe the middle wire and use a osilliscope, your readings should be .47 closed to 4.53 at wot with no drop outs in between, if your readings are off to adjust it on most tps's you need to somehow get the screws to be screws again, i use a hacksaw, and back them out, take them completly out and get some new bolts, IAT's use the same bolts or glovebox bolts work well from a 88-91 civic always get extras of these from junkyards and BAM! you have a adjustable tps then just adjust it to the numbers above... most hondas use the same tps just fyi

im gunna be "that guy" and ask my question, i tested my tps the other day, and i know i probed the right wires and such because i was usuing my manual. mine read fine at .5v- 4.9v. but when opening the throttle slowly it was all good except between 1.9 and 2.0 it read (1.8, 1.9, 0.0, 2.0, 2.1) and so on the rest was fine, and releasing was also smooth? should i replace this thing? i have a 98 civic d16y8. my car doesnt want to accelerate well sometimes im trying to figure out why without paying for it.

Can you repeat that drop out at that same exact voltage every time you sweep through its travel? A digital oscilloscope is really the correct tool to use for that, but if you can repeat the voltage dropout every time, then the TPS does indeed need to be replaced.
