sign of bad ignition switch??

sign of bad ignition switch??
Does the following sound like a bad ignition switch?
Key to ON, everything primes and functions normal, key to START the engine cranks over, and just as it seems to catch the entire cluster goes black and the engine doesnt completely start. jiggle the key and the CEL and normal startup procedure resume, key to START and it starts and works fine.
dose this 2/3 start ups.
