Default CEL Help

My friend has a 1999 Honda Civic EX. The gas cap was left off when he filled the car up with gas a couple of months ago. The CEL came on and relized that his gas cap wasn't on. He put the gas cap back on and reset the light multiple times, both by resetting the ECU and clearing it with a code checker, but the light comes right back on every time. It gives the code "Ignition or Misfire." The car is running fine and does not misfire, VTEC even engages. He replaced the plugs and wires since he wasn't sure when the last time they were changed, but the CEL keeps coming back. Any one have any ideas how to fix the problem? Any help is greatly appreciated, thanks.

It had multiple random misfires, and misfires on 1, 2, 3, 4. I don't remember the exact code numbers though off the top of my head. The CEL will come on right when the car starts at idle sometimes, sometimes when you take off. Seems kinda weird.

P1337 Engine Speed (RPM) Fluctuation Sensor No Signal

Anyone have an idea on how to fix this? BTW, I'm the friend he's referring too, hopefully somebody will have the answer so I can get rid of the light.
