I found that putting a screen over the turbo inlet and getting rid of the air filter made it whine alot louder..

Volume of air flowing is what makes it loud.. Crazy thing is my 200whp sohc with a little Garrett T3 was loud as all hell but my 300whp B16 with a T4 isnt all that loud..

Im guessing the T4 isnt as loud because I am not really pushing it all that hard at the moment..

Not sure what you mean here? Where would you mill the inlet housing at?

Making a turbo whine is easy. Making an obnoxiously big turbo whine is not easy. The loudest turbo I have ever heard was a little GT17 on a 1.6. Sounded like a jet engine at 8 PSI.
