HELP: Exceeds Mechanical Limits title
it's supposed to mean the odometer has rolled over and started at 0 again, but ive only seen this on cars with 5 digit odometers (hits 99,999 miles and rolls back over to 00000). a 99 should have a 6 digit odometer so i have no idea why it would have that title, i find it hard to believe the car has over a million miles. maybe your state just has that as a generic title for incorrect mileage. check with your local dmv they may be able to tell you why the title was issued that way, or maybe find someone to run a carfax on it for you.
I am with the guy above. It may be your state that just generalizes incorrect mileage on a car. I would definitly check with a DMV and make sure the car is alright to drive or not illegal to drive first.
maybe when he sold the car he had swapped the guage cluster and woudlnt certify the accuracy. i put a tach guage in my 99 DX hatch but i swapped the odo so when i traded it in i claimed it was stock.

if the carfax shows it as clean (not salvaged or anything else) then what most likely happend is on the pink slip where the owner records the miles on transfer, he probably check the box "exceeds mechanical limits.
hence now your title has that as your milage record.
look at the old pink slip if you made a copy of it and see what was checked.
