Cel blinking 3 times real fast wtf?

ok i put a piece of wire in the plug to check why my check engine light is on.well its blinking 3 times super fast.i have never seen anything like this before. the car is a 1996 civic ex with lsvtec and a Stock p28 with a jumper anyone have this happen before thanks

its not the normal blink this is like a turbo blink lol

The "long" blinks are 10s.
