is this a bolt on affair? this may seem like a noob question but i thought i read somewhere, that you had to cut and weld the fenders or something.

Check that ^ link. There's 2 ways of doing it. You can re use your 96-98 radiator support or u can replace it with a 99-00 one. It just depends on how much work you want to do.

you have to cut and weld the fenders since the 96-98 headlights are different where it meets the fender

I have this conversion on my 97 hatch right now. All you need are the following parts:
99-00 Hood
99-00 Headlights
99-00 Bumper
99-00 Fenders.
Welder
Screw driver
10mm sockett
And your Time to Install.
Now, what I did was took off all the 96-98 front end parts.
Next I instelled the hood, fender, and head lights.
Now what you want to do next is. Mock up the front bumper. You will notice there are 2 Metal tabs on the sides of the Grill area. Thats where you would Bolt down the 96-98 bumper. On the 99-00 bumper the Holes on the bumper are spaced wider. Now All you have to do is, Move and weld the tabs in the New location so it can bolt to the car. After the welding is done your Front end conversion will be complete.

I just did the conversion myself last weekend.
New fenders, headlights, grill, bumper and hood.

The only thing you need to do other than bolt it up is do this:

Just remove the part in yellow. I used a $19 jig saw and a metal cutting blade...took all of 30 seconds.
