16" wheels, what size tires

i wana ditch my 17's soon and get myself some 16" rota's. what size should the tires be.. right now on my 17's i have 215/40/17 .... i wanted to get 215/45/16 for the 16" wheels but parada's dont come in that size.. so what i need to know is, whats the usual size of tire people go with for 16 inch wheels?? ohh and the car is dropped about 1.5" front and back, give or take a little

Also, what are you looking for in a tire? I.e. dry performance, wet performance, any snow use?, price, treadlife, etc. There are lots better tires out there than the Paradas, and some are better for the money, too...

all preludes have the same wheel/tire OD: 23.9"

No, they don't.
For example, the 1988 Prelude came from the factory with 185/70-13 or 195/60-14 (outer diameter 23.2"). The 2000 Prelude came with 205/50-16 (24.1"). Heck, go all the way back to 1980 and they came with 175/70-13 (22.6").

yes yes you're right.
4th gens have a 23.9, 5th gens a 24.1, and the 3rd, 2nd, and 1st gens i don't know.
not that .2" is nothing, but its close enough to where you'd be buying the same size tires for either given the same rim size.

i have a 99 prelude, and im looking for dry performance, not super bad treadlife would be good also, what tires would u recomend? im also trying to buy tires not over 120 a piece
Thanks. Your car came with 205/50-16 tires from the factory.
For 17" wheels, your current 215/40-17 is fine (1.2 percent smaller outer diameter than stock) or you can get 205/45-17 (0.8 percent larger). Either size should work without problems.
For 16" wheels, the stock size should work fine. 215/45-16 will also work, but the outer diameter starts to be significantly smaller (1.9 percent) than stock, and tire availability is extremely limited. For both these reasons, I would probably stick with the stock 205/50 size rather than the 215/45, but it's your choice. As for the 225/45 size, which is significantly wider although slightly smaller (0.4 percent) than stock in diameter, that sounds like it might rub; I don't know. Tire availability in that size is also extremely limited.
For the factors you mention - dry traction, treadlife, and cost - I recommend one of these for the 16" wheels you're asking about, starting with the least expensive:
Kumho Ecsta SPT 205/50-16 $80 (from the Tire Rack)
Yokohama AVS ES100 205/50-16 $80 (from the Tire Rack)
Yokohama AVS ES100 225/45-16 $96 (from the Tire Rack)
If you want to spend a little more for better dry traction, consider:
Toyo T1-R 205/50-16 $103 (from onlinetires.com)
Toyo T1-R 225/45-16 $115 (from onlinetires.com)
For still better dry traction, consider:
Goodyear F1 GS-D3 205/50-16 $128 (from the Tire Rack)
These are IMHO the best tires for the money in each price category. As you can see, you can get better performance by spending a little bit more money for each step up in performance. But ANY of these tires will give you significantly better performance than the Paradas.
