Default Turbo seals

I can see oil on the bottom of the compressor side of the turbo, and i'm blowing hella smoke at WOT, AND when at WOT (before motor warms up for like 15 minutes which seems like way too long to me) it bogs down like it's misfiring, but when the car is warmed up and running for like 5 mins, it's ok.(this only happens when i try to build boost before motor is COMPLETELY warmed up, like 1/3 of the way up the heat meter in the cluster) I think my seals in my turbonetics T3 are gone bad and making my turbo burn oil making me blow smoke. a sort of transparent blue smoke, but i can tell it's blue...could the fact that my seals are possibly blown or whaatever cause me to be bogging down when i start up since the oil is thickest when cold and could be getting past the seals preventing me from building boost until the motor is warm and oil has been evenly distributed all around? and if so where can i take my turbo to get the seals replaced with other ones?

coking(sp) but yeah that's why i'm asking...the turbo is 3 weeks old, but i've heard bad things about some random turbonetics turbos' seals being fucked....I guess i'm just one of the lucky few or many who knows. But what kind of place can i get it repaired at? And this(busted seals) WOULD be the cause of my blue smoke right? oil burn=blue correct? I say yes, but i just wanna be sure.
