how can i check to see if this b16 is hot or not
if its a JDM block then its most likely untraceable because JDM motors are not registered here in the states unless the previous owner tryed to bar the car. So if its a JDM block regardless if its stolen or not they have no way of tracing it. If its an USDM block you can take it to your local Highway Patrol and have the check the numbers. They wont do it over the phone because if it does turn out to be stolen then they will confiscate it. So they want you to bring it down to them and they will check it.

All you can do is have the VIN ran... worse case, by the police. Also, carfax... it will let you know if there was a claim against the VIN.
If there is no VIN plate... then you cannot track it at all... unless it is stamped on the block underneath the oil can with someones name.. that is what I do

just call you loca police station and tell them there is a engine online for sale and you can see the serial number and see if they can trace it for you, iv done this many time for engines that i have bought privetley.
