When I'm driving on the highway and I put on the brakes and come to a slowdown or stop (for tolls or to exit), the steering wheel and pedals shake and vibrate, and the car feels like its not really gripping the road as well as it should. Why? Wheel balance? It doesn't do this at all when I'm actually driving, only when braking, and only when braking at higher speeds. Thanks

i would say its time for either:
New brake pads, or rotors, or both

 

the problem is your rotors are out of round (warped)...resurafce or replace your rotors and your pads if less then 50%

 

warped rotors. Get the resurfaced to the hubs or get new ones

i know it sounds dumb but your wheels might be loose. happened when i go tmy wheels put on. prob. the rotors though

No, and no. An out-of-balance wheel would cause a shake at speed, not just when stepping on the brakes. A bad alignment will cause the car to pull to one side or the other, or wear tires...not cause a shake.

Throw me in as one more vote for warped rotors. If you do brakes yourself, it's time for front brakes. It's always a good idea to replace the pads with the rotors, unless the pads are like brand new (installing new pads without cutting or replacing the rotors can cause a shake, were brakes done recently?). I know the NAPA by me will cut rotors for like 6 or 8 bucks apiece if you bring them in, may want to measure the rotors up and have them cut instead of buying new ones, unless they're out of spec.

 

warped rotors...had same problem about 2 mounths ago....replaced rotors and pads in front...

i went to http://www.tirerack.com and got some powerslots and hawk pads $212.00 shipped..they were on my doorstep in 3 days
