OBD Jumper harness - What is it's purpose???

Okay, I was reading about the jumper harnesses and was wondering what it's really for. Is it so you can run obd2 ecu in an obd1 vehicle or vice versa? Or is it for any emission purposes?

It's so you can run an OBD1 ecu in an OBD2a or OBD2b car. People do this because it is easier to chip OBD1 ecu's.
