Default Problem w/ 95 GSR Radio.

My teg was broken into a few months ago and the oem radio harness was cut. I spliced the wires w/ another oem plug, but now everytime I turn off the car, I have to input the stock radio code when I turn it back on. Is this Normal or is something not spliced correctly?

The back up power fuse in the under hood fuse box is blown, should be a 7.5A. 94
