on the bar go to:
Setup>Rev Limiters>2 step rev limiter>Options-2 step rev limit
Then under "2Step input" Make sure it is selected to "switch is always ON"
Then enter in what rpm for Fuel cut, ignition cut and retard.
Also make sure under "2 step ok below VSS" that it is set to 5mph.

Make sure you hit enter after making typing your chosen values in, or it will revert to the old values.
The wizard sets the cut style, either hard or soft, but does not set the rpm at which said cut takes place. Also, I find that the soft cut settings are often not ideal for each application, but they do get you in the ballpark.

you dont want any fuel cut. set the fuel cut as high as possible(i normally set it to 12000). the set the ign cut to the rpm you want it to activate. set the rev retard 50 or 100rpms less that the ign cut(this helps to build boost faster). set the vehicle speed to the speed you want the 2-step to de-activate. do the rest of the stuff that STD ONEpointSIX say and you should be good to go
