Default vtec problem

i just did a b18c swap into my 93 eh2. rite now the i have no check engine light but the when i bring the rpms to vtec my check engine light goes on and vtec isn't engaging. the code is 21 and it's the vtec solenoid. the vtec solenoid is new, i put the right amount of oil in and did a search. i so ran the vtec wires which my harness didn't have. so if anyone can help with the problem thanks in advance.

the oil light never came on and i put 4.5 quarts of oil in my car so i don't think that could be the problem but how can i check if the oil pressure is correct?

Make sure the silinoid is grounded correctly...I had this problem and it turned out to be a bad ground....also the computer might be fucked....see if you can barrow a p28 from someone cause I had that problem as well. One other thing to check is that you have the correct plug in the correct spot, because there is a plug that goes right beneth the silinoid that will fit on to it and will run no check engine light untill vtec is supposed to hit since the plug is collecting a signal all the way up until that point.

^^^talk about a run on sentence

solenoid plug is one wire (A4), the pressure switch is the plug with a ground (+ to D6, - to A26 on p72, any good ground on p28). Check your pinouts. Your solenoid screen could be clogged too.
