help trouble shoot: engine wont start after swap

well me and my friends spent the afternoon trying to get his FC3S RX7 started today. he swapped in a TII turbo engine in place of his NA.
the starter is cranking but fuel is not getting to the engine, there is pressure all the way up to the injectors but they dont seem to be spraying. we tested the injectors and appeared to be in working order. we are stumped on what could stop teh injectors from working.
My friend was saying that i guess a negative wire hit the positive for a few seconds and may have burned out the ecu. does this sound possible?
he is posting on the rx7 forums tonight but i figured id see if you guys had any helpful hints as to whats happening being that its not a rotary specific problem.any ideas would be great.
ANd mods, i posted here cause its a technical engine forum but feel free to move it.
