Got code 19 with ps9 and code 1 and code 4 with pr4?? WTF? ls swapped civic

I recently picked up a rather straight bodied 89 Civic HB w/ls swapped motor. i've since did a headgasket, timing belt, replaced dizzy, oxygen sensor, new alternator belt, replaced front forks since they appeared to have been from a EG (EJ) since they were to big for the tokicos!! I've had this car going on 3rd week now.
I am getting a code 1 and 4 when I have a pr4 in the car. Thats when I replaced the oxygen sensor (2 times) and replaced the dizzy once. Same results.
I have a ps9 that I put in to see if I still get code 1 and 4 knowing I'd get code 19. No codes beside 19.
WTF? Why wouldn't it show code 1 and 4.
I think my pr4 ecu is jacked so I am picking up another one today. The pr4 I have right now was chipped and the solder/desolder techniques look crappy.
Any ideas?
It was a DPFI converted to MPFI for the ls swap.

sorry to bump so soon but need to know ASAP. I am purchasing another ecu tonight if thats what you guys think!!!

NVM figured it out.
Wasn't codes 1 and 4
It was code 14 (IACV). check my IACV sure enough its missing the plug to attach to it!!
I just spent over 120 bucks on unnecessary parts!!!
