I'm guessing the new dizzy has some issues. It's too much of a coincidence that you replaced it and the tach stops working. On the speedo, the DA's had a mechanical speedo with a cable that ran from the back of the gauge cluster to the speed sensor. You either have a brake in the cable or the sensor is having issues. Try removing the cable from the speed sensor and attaching it to the chuck of an electric drill and spinning it to see if the speedo is working correctly. If so you may have an issue in the sensor, if not, you may have a brake in the speedo cable somwhere.
