Default need to cover tb to starts, whats wrong

ok i just did a 96 ls motor swap into my 91 civic dx, i did the mpfi swap and the obd1 swap.

the problem is that when i try to start it, i have to cover the tb completely to get it started, idk what year or car the tb i have on there is from because i bought it seperate but it does have a fitv sensor on it. there are no codes.

did obd2 cars come with a fitv sensor ? why is it only starting when completely cover the tb ? of course alittle air is getting by but as soon as i give it alot of air it dies

obd2 cars dont have fitv's.

have leaks in the tb?

i just got a brand new tb gasket and vacuum hoses are all new. so could the obd2 iacv with a fitv thats not suppose to be there, could that cause this problem with the engine getting too much air ?

does it matter that im running a obd1 ecu as far as the no fitv ? so the obd2 ecu controls the iacv and fitv functions with the iacv. will the obd1 ecu do that or should i keep my fitv or lose it ?

try starting the car with the iacv unplug
and pcv valve plug off

i think i eliminated that problem because i just went out there after its been sitting over night and it started right up and i let it warm up turning it off and starting it every now and then and it seems to be fixed, hopefully. now i just got this other problem, plz see other post about not reving over 1.5k

thanks for everyones help. oh the only thing i did and it seems ot fix it was screwing in the fitv or it might have been that i took my tb off and put it back on but that doesnt make sense so its probably the fitv
