about b16 swap in my 95 civic...
my car is not running well, i know that i have to oil change, fuel filter and sparks plugs, because the engine was a year and half in a garage, but i got some questions about behind the engina down there around the oil filter theres two smalls sensors one is next to the oil filter drivers side that i dont have any plug miss for it in the harness and the other one is on the top of the oil filter that i have a small cap with a single wire plug for that... what i have to do? my car is very slow, when im stop, the engine run perfect till 8500 rpms, but when i start driving the car goes down like 2 miles by hour.....3, 4 super slow!!!

No you wouldn't but that is probably why it's running like ****, unless the P28 is programmed for the engine. P30 is what you should be running if you keep a stock ECU..
OK *sigh* the Knock Sensor is the vital in the the engagement of Vtec. Hence the powerloss. It will and may sound like vtec is hitting but trust me it's not.

I know the P28 can work but only if its chipped.

Maybe they programmed the WOT too rich, get a wide band O2 sensor and a air/fuel meter. See if your running too rich at WOT..
