Default Liquid in stud holes

Doing a headgasket change on my d15 and noticed there is oil/coolant in the holes for the head studs. Any way of cleaning this out really good? I already went through with a compressor and got all the **** (old gasket and what not) out but not the liquid.

Also do you guys use the red lubricant arp provides for putting the studs into the block or just for the bolts themselves?

Well i know you USE the lube but do you use it when installing the studs to the block, the bolts to the studs, or both?
