Just FAILED smog at State REFEREE with a B18B, need help with the numbers.

I got a 00 B18B in my hatch with OBD1 ecu, harness, intake manifold, and dizzy. I went to BAR it today and failed. Here are the numbers that failed. IF u can help me pin point the problem it would be great. Keep in mind i have one back injector.
I know that the NO is do to the CAT going bad. Help me find the problem to the HC and CO. I m thinking its do to the bad injector??? or something else.
15 mph HC (PPM) - CO (%) - NO(PPM)
MAX=121 MEAS=131 MAX=.76 MEAS=.91 MAX=807 MEAS=2757
25 MPH
MAX=96 MEAS=109 MAX=.65 MEAS=.68 MAX=746 MEAS=1775

That high of an HC count is either running really rich, or a failing cat, or both. Running too rich for too long will kill a cat, btw. NOx that high can either be really high combustion temps, or a failing cat, or removing the EGR on a car with an older style cat that doesn't work on NOx (I doubt that applies here).

im going to change out the bad injector with a injector from a D16Z6. change out the cat with a new one from auto zone. AND maybe change out the o2 sensor just to be on the save side. DO U GUYS THINK I WILL PASS IF I DO ALL THAT???
