Default Air/Fuel at 10psi.

I am new to Honda. I recieved a 92 Civic-Hatch as a payment for some money owed. The car has a built LS/Vtech with Arias pistons and Eagle rods. With it comes a Full-Race exhaust manifold, Full-Race intercooler and piping, 750cc injectors, ported intake manifold, t3-60-1 with a .86 AR hotside, dual ball bearing. It is supposed to flow enough for 650 WHP at 32psi. We are currently pushing only 10psi.

The current AFR's are 10:5 on the wideband. We have an open exhaust, but we installed a 3" exhaust and it seems to run better. Does this make sense?

Now, I was aiming for a 11.7:1 AFR, but I don't want to risk it. What kind of AFR should I aim for at 10psi and pump gas (91 octane).
