Timing belt question - 94 d16y8
I am getting ready to replace a timing belt on a 94 D16Y8, and had a quick question. The motor has alot of miles on it, and I am doing this for a friend, i.e, the car is not mine. My question is how "tight" should the cam gear be? Should I be able to turn it with my hand? The belt completely blew off, shredding itself, and I am wondering if the tension on the cam gear is any indication of internal damage before digging into the project. Thank you for any advice.
P.S. the cam gear, and motor, for that matter is stock.

I've just replaced my timing belt, and the cam gear is tight.
I could barely move it with both hands (strap wrench makes it a lot easier), but then again, I'm no weight lifter.
It’s supposed to be tight. It was hard to turn it (by hand) on my Y7 and the same on my Y8.

Thank you for the input. I am certainly not the worlds strongest man, but I couldnt get it to budge. I figured I could get a little movement.
First of all a D16Y8 has to be 1996 or newer.
Second of all you do not have to loosen the cam pulley when doing the t-belt.
Did you mean crankshaft pulley?
BTW:
It's a 50/50 chance the engine is destroyed when the t-belt breaks, and if it broke while driving I'd be willing to bet you're wasting your time putting a new belt on it. Unfortunately it's the only way to know for sure.
Try this first though - it's an indicator that valves are bent.
Pull off the valvecover.
Grab the rocker arms and feel all of them - are any very loose? If so then he's got bent/broken valves, and the engine is garbage.

Awesome, Thank you very much. I was a little unsure of the engine code, I guess it is a d16y7. Sorry for the mix up. I will check out the rocker arms when I get home. Thanks again.

D16Y7 is also 96 or newer...

Well the engine code itself isn't all that important with the subject at hand seeing as how pretty much every 88-up D-Series SOHC timing job is similiar except for how you line up the timing marks.
If it's 92-95 it will be a D16Z6 if it's a SOHC 1.6L VTEC engine. D15B2 if it's the Dx/LX, D15Z1 if it's the Vx engine, and I forgot the CX, but it will be D15 something.
D16Y7 is a 96-up DX/Cx/LX engine.
