On my car, it turned out to be the instrument cluster. I replaced the vehicle speed sensor first (VSS), but it didn't fix it.
I would recommend testing the VSS first instead of replacing it. Then if its not the VSS, find a used instrument cluster. A new cluster is $$$.

this is the common problem with speedometer issues with 92-95 civic.
what is commonly overlooked is the harness that goes to the vss sometimes wear around the pins. you need to take apart the harness clean it up check the pins for fitment(it has the tendency to loosen up).

Also check the to make sure if it is even plugged in all the way.

ok, I have this same problem, but I did a little testing. When my speedometer goes funky up/down/up/down/ dies. I tap the cluster really hard from the driver's seat and it'll jolt up, but then die. Or when I pull/push the "trip" button, it'll go to the correct speed, but then die when I release my grip on the button. I've taken it apart myself, had everything checked. I even had my buddy who has his car shop (drives an egcivic also) looked at it also. We replaced the speed sensor, but we didn't check the harness. I've been told a new/used cluster is the only way to fix this.

Happend to me too, turns out there was a ground on the thermostat housing that was loose. I snugged it up and not only did it solve the speedometor jumping around it also solved starting and idling problems.
