Default B18B timing belt lose? how to fix?

Hi I have a 96 Interga B18B. I recently tired to change the timing belt. When I try to align the cams and the crank, one of the cams is just a little off tiny bit.. the words "top" are on top but one if of set just a little..and the crank is at the white mark... then I put the belt on and tighten the tensoiner.. the tension side of the belt gets real tight, but the one side that goes from the cam straight to the crank seems lose.. I left the cover off and just started it for a second and can see the fluctuation in the belt.. is there anything I am doing wrong. THe belt is a generic one from Pepboys, maybe I should get a honda belt?? Any suggestion.. thanks, Kishan
