PB bolt loosener and visegrips, or find someone with snap on tools (if it's hex head bolts you're talking about)

i assume you mean the 5/6 bolts that bolt the top of the bumper to the frame? i had one stuck too.. the best and easiest was to use a dremel and make a deep line across. then i took my flat head and hammer and wacked one end until it turned loose..

If you hadnt striped them out, you could have taken a hammer and given the screwdriver a firm tap while it was on the screw...most of the time that helps to get them to break loose!

I'm assuming they're the plastic ones between the headlights? I almost stripped one (was a bitch to the last thread). You really can't get any pb blaster on them because the washer below is rubber - you have to pour a few ounces on it at once (sits in a weird cavity, overspray/drips go around it). Slotting them with a dremil will work, unless you make the slot sides more curved than edgy. Best thing is to put all your weight on the end while turning it. Or get a newer civic - my friend's '00 was a cakewalk, she coulda got the bumper off herself.
