Default vtec disengaging at 6500rpm code 4

JDM H22A in a 95 del Sol.

Car idles fine after warm, rough when cold. During accelaration, it feels a little choppy, like it is running at 85% power, then vtec comes on, and at 6500rpm it hesitates, then the power drops about 25%, it keeps revving, and not hesitating, but revs slowly as if were not engaged in vtec. I can take it up like that a few times till I get the check engine light. After it warms up, I will make one run up to 6500, and then I will get a check engine light, and then the car feels like it is in limp mode, it jerks violently upon decelleration and acceleration. Stop, clear the code, take it up to 6500, same bull ****.

I tried a different ECU, same ****. Switched distributer, same ****. Put the ECU in a freind's car, his car ran perfectly fine. Checked timing, 16 degrees. New tune up parts. Checked plug gaps. Did compression check, 210 accross all 4 cylinders. I don't know what else to check or what else could be causing the problem.

Any suggestions? I am really frustrated. Finished this swap, all the hard work, and now it is not running right. Help me out guys!

This I know. That is why I tried another distributer. I also read some posts on checking the wire continuity, but the steps given did not make sense to me. If someone could clearly give me the steps for checking the wires, that would be greatly appreciated.

CKP - B15 - Blue/Green
CKP - B16 - Blue/Yellow

I checked continuity between these two wires and got 416

Anyone think this could be low oil pressure causing this to happen?
