Those running standalone, whats the optimal A/F ratio in partial throttle?
How much leaner can I run and still be safe? 14.5 -14.9?

If by partial throttle you mean cruising, then close to 14.7 is fine, maybe a little under to compensate for load changes. If you mean light acceleration, then it's still good to have a little extra fuel around 13.7-14. For WOT I have it around 13.2-13.5. Is 13.7 more optimal for NA set ups at WOT?
At anything but WOT you want to be as close to stoich as possible (14.7:1). I know people who actually run it a little lean (15.2:1) in 5th so when they're cruising long distances they get better mileage, usually these cars are running on higher octane though.....
at partial throttle you should have a closed loop map that runs off the o2 sensor
at WOT you should be on open loop map and not using the o2 sensor
