Default Ignition timing when coolant temperature is low

I'm in the progress of writing my own software for the Apexi Power FC (https://honda-tech.com/zerothread?id=1208584) and the Power FC has a correction table "Ignition vs. Water temperature (Cold)".

The manual of the FC Datalogit says the values are ignition retard.

But that doesn't make sense to me. Why do you want to retard the ignition under cold engine conditions? I'd guess it is advance because it is safer to run more advance when the engine is cold and more advance will also help to warm up the engine.

So is it retard or advance?
