CEL 21 giving me problems. HELP!

CEL 21 giving me problems. HELP!
I keep throwing a 21 an vtec won't engage. I thought it was the ECU for a second, but I just got a new one today and it threw the same thing. I just did ls/vtec and am starting to get pissed. I checked the wires that I had to run to the ecu and all seem fine.
Would the CEL come on as soon as I start it up if the wires are in the wrong pins?
CEL doesn't come on until I rev it to 6000rpm. Mugen program is for 4400vtec.
What are the pin locations for vtec?
Should I start looking for a vtec solenoid?
