CRVTEC...cel 10, and vtec wont engage..please help!!!

CRVTEC...cel 10, and vtec wont engage..please help!!!
to go ahead and let everyone know i have searched for days and hours and everything shows up the same....wireing problems (checked everything is good), solenid and screen are clean
i just recently put a stcok b16a head on a stock b20b block...
i am having a few problems....
crank my car up and no CEL and then i drive down the road and let it warm up then i kill it and vtec sounds like its engaging when it has absolutley no feel in power. when i let the rpms drop down the CEL light comes on, CEL #10. i've checked the sensor and its fine, wires have never been spliced into.
before CEL #10 i thew a CEL 22, vtec oil pressure switch. then for some reason it stopped throwing it. somtimes (rarley) when i get on it vtec actually does engage but then mostly wont pull at all... if anyone has any suggestions please help asap, ive spent too long on this and still no luck...i have a chipped p28 ecu, my vtec is set at 4400 for now bc ecu was chipped wrong, i have another one on the way i will set higher around 5100...i have FPR also to adjust fuel, whats the best psi to run?
