Code21 comes up before hitting vtec besides that no cel please help!!!

Code21 comes up before hitting vtec besides that no cel please help!!!
So I put a b16 in my ek, everything runs fine no cel, but when it goes to engage vtec, code 21 vtec solenoid comes up and no vtec 
, I tryed cleaning it, checked the wires and everything seems fine, by the way if I turn the key on off the cel goes away till I try engaging vtec then it comes back onn. Im running on a p2t ecu I think that's a 9698 b16 jdm, it would really help if I get this fixed

p2t is 99 civic si ECU. Code 21 means you have a blocked screen in the valve, you have low oil pressure, or you have a bad connection to the ECU. I believe it is connector C10 or B12 on the ECU.
