Default Best Way to Test an Engine

I've run across a '99 B18C1 at a good price and was wondering how I can go about testing the condition of the engine. It's still in the car and all the fluids are drained. Is a compression test the best way? Also, what other components should I inspect and what should I be looking for? Any help would be awesome! Btw, there's 70k on the engine.

compression test and leak down test would be your best bet. other then that take the valve cover off and see how the head looks.
