how to legitimize obd2 motor in obd1 chassis

i have a 94 civic dx (obd1)
i have a 98 b18b1 (obd2)
i am trying to be legit and get a BARR sticker.
a mechanic told me to swap dash or something due to the wires in the dash being different. i thought all i needed was a obd1 to obd2 convertor harness and a few wires to run the o2 sensors or something.
my question is, what exactly do I do to make it pass REF? i have obd2 engine with obd2 engine harness and ecu. i have the obd1-obd2 pigtail. is this all? what else do i do.

I thought that to keep it legal, that the motor just had to be at least as new as the car. Of course, I live in Michigan, so the rules really don't apply.

I believe you're right. As long as the motor is the same year or newer than the chassis, you'll be fine. Just make sure to hook up all the sensors correctly with the obd2 harness and ecu setup. If the motor were older than your car (which in this case it's not,) you'd be screwed for getting a sticker.

Hey man i had the same situation in my first ls swap in my hatch{92 hatch, 98 ls motor} as long as your enjine harness will plug up on the strut tower, get an obd1 ecu and go with it! the only other thing i did was re-wire my map sensor{was on the firewall} to the chasis harness to use the map sensor on the throttle body.
